Must every condominium community have an advisory board?

No. The owners can appoint an advisory board, but they do not have to.

Is the board liable for errors made by the manager?

Not for the errors themselves. It is only liable for its own breaches of duty and, in the case of unremunerated activity, only for intent or gross negligence.
