In Saarbrücken, an existing condominium costs less than £2,000 per square metre on average. There is no rent control, and the state capital has a current, qualified rent index. For many investors from the south, this sounds like a manageable calculation.

However, the other half also belongs to it. In the 2022 census, more than one in sixteen flats in Saarbrücken was empty, the property transfer tax is at the upper end at 6.5%, and the automotive supplier industry in Saarland is cutting jobs.

We have compiled the official figures: the 2026 real estate market report from the Valuation Committee, the rent index, the census and the city's statistics. At the end, we calculate an existing and a new build flat before and after tax.

Just under two thirds of flats in Saarbrücken are rented out. The owner share of a good third is higher than in university cities such as Göttingen or Jena.

02Population and demand

Saarbrücken had 182,859 residents at the end of 2025 according to the Statistical Office. The city's population register counted around 187,200 people with their main residence at the end of 2024, of which a good 48,000 did not have a German passport. More than half live in the Mitte district with Alt-Saarbrücken, St. Johann, Malstatt, Eschberg and St. Arnual.

For the future, the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) expects around 5% fewer residents in the Saarbrücken Regional Association by 2045 than in 2022. This is the smallest decline of all Saarland districts, but a decline nonetheless. Rising rents solely through growth are therefore not to be expected.

The demand comes from the structure. In a good half of households, only one person lives. Saarland University and the University of Applied Sciences for Technology and Economics together have around 22,000 students; in addition, there are research institutes such as the German Research Center for Artificial Intelligence and the Helmholtz Center CISPA.

03Economy and labour market

Saarbrücken is a place of work for the entire state and beyond. In mid-2024, 115,018 employees subject to social security contributions worked in the city. Around 72,300 commute in, of which almost 6,000 from France; only about 25,100 commute out. Most jobs are in services, administration, health and research.

Industry is the uncertain part. The automotive supplier ZF has been cutting jobs at its Saarbrücken site since 2024; Saarländischer Rundfunk reported at the time up to 2,900 jobs by the end of 2026. In Saarland as a whole, the unemployment rate in September 2026 was 7.3%. For the city itself, the state capital's statistics mention an annual average of 11.5%.

For landlords, this means: demand from employees in administration, universities and research is stable. Flats whose tenants primarily work in industry carry a higher risk. And the high unemployment in the city limits how much rent many households can pay.

04Rents, purchase prices and rental yield

Saarbrücken has a qualified rent index, most recently updated with the consumer price index as of 1 Jan 2026. It distinguishes between three residential locations, five building age classes and each flat size individually. A flat with 55 sqm in a medium location from the years 1961 to 1977 has a basic rent of £7.02/sqm, from the years 2003 to 2023 of £8.89/sqm. Small flats are significantly higher.

New rental agreements are above this. The BBSR reports an asking rent of £9.07/sqm for the Saarbrücken Regional Association in 2025; in the 2022 census, existing tenants paid £6.71/sqm on average.

The purchase prices come from the 2026 real estate market report of the Valuation Committee. It registered a total of 813 sales of condominiums in 2025. Existing flats without a parking space cost £1,930/sqm on average, in 2024 it was £1,730/sqm. Flats from the construction years 1950 to 1974 were at £1,701/sqm, those from the years 1975 to 1999 at £2,102/sqm.

A purchase price factor of around 23 with rent index rent is lower than in most West German major cities. You only achieve the gross rental yield with the asking rent upon new letting. Without rent control, you are generally allowed to demand this rent in Saarbrücken; limits are only set by the Economic Offences Act and the question of whether a tenant will pay it.

05Districts at a glance

Saarbrücken consists of four districts with 20 sub-districts. The Valuation Committee does not publish official purchase prices per sub-district. The rent details are asking rents from advertisements over the last twelve months (miet-check.de) and are above the rent index. The resident figures come from the city (31 Dec 2024).

Bübingen and Güdingen8,792quiet residential locations in the south on the Saar£12.62 / £10.95/sqmfamilies and couples, little supply

The differences are greater within the districts. In St. Johann, one street can be very sought after and the next significantly less so. The rent index distinguishes clearly between simple, medium and good residential locations.

06Honest calculation: Existing vs. New build

We calculate what remains of the rent for a buyer with £80,000 taxable income (single). Names are fictitious, the numbers are a calculation example and not a forecast.

Variant A: Existing flat. A 55 sqm flat in a medium location, built in 1975, for £106,000 including a parking space. Rent at rent index level (£7.20/sqm). Variant B: New build flat. A 50 sqm flat for £220,000. Rent £13.50/sqm.

Closing costs in Saarland: 6.5% property transfer tax, approx. 1.8% for notary and land registry. In the example without a broker. The closing costs (£8,800 or £18,260) are paid by the buyers from their own funds; the purchase price is fully financed at 3.7% interest and 2% repayment.

In both cases, you top up. In the existing flat, the additional payment is low, and you build up more assets through repayment than you pay in. In the new build, the tax effect through the 5% degressive depreciation is very high, which significantly cushions the higher instalment.

07Summary: Is Saarbrücken worth it for investors?
